When most people converse about addiction treatment, they picture a clinic, a prescription, maybe a support group in a church. Many people do not imagine DC Jail.  However, for a meaningful number of District residents, jail is exactly where treatment starts, or continues, through a program called RSAT.  RSAT: Residential Substance Abuse Treatment, branded internally as “Progress Towards Empowerment.”
